In 2018, the Chinese Rowing Association announced Sir Steve was to become high performance director for its national rowing team, the first time the organisation had recruited a high profile figure from outside China to support their national squad.

Responsible for ensuring the squad would achieve an increased medal haul in the Tokyo Olympics, Sir Steve was also tasked with putting into place procedures and workable models to ensure sustained success at the highest level beyond his immediate remit.

Building a culture of innovation, collaboration and excellence across all departments was critical to the success of the team but it proved to be a winning combination with the Chinese Rowing Team achieving their highest ever position on the Olympic medal table.
